Guess and Tell

I bought this bizarre contraption at the drug store the other day:



I thought it might be fun to have a little guessing game. Does anyone know what it is? Here are a few clues:

1) It cost less than three dollars
2) It is not edible
3) It is made of plastic
4) You do not use it to clean the litter box
